STEP 1.

You have to draw first the simplest parts

Now draw the weird hair

Now draw the shape of the head and the headband.

Now draw the face. Put A big shuriken shape between the eyes.

Now, to draw the Sharingan, make a circle and put comma-shaped marks, another smaller circle, and a dot at the center.
